Why does Kansas court specific high-profile national corporations and yet at the same time tax and regulate the local families and businesses of Kansans into oblivion?

Short answer:
Kansas Government takes Kansans for granted. They assume that most Kansans will suffer patiently and remain in the state, bleeding generously into the state coffers, or at least that they will do so long enough for the current elected officials. They are content to let the next round of candidates face the dire economic, social, and political fruits of their current self-serving labors.

But national and international corporations can choose their states of business, and Kansas officials know that few such companies will consider Kansas without significant "concessions" to attract their revenue and their employment for Kansans, many of whom have lost their own businesses or have failed to start them due to the burdensome taxes, fees, and regulations that they had to face without any helpful concessions.
